Richard works at Frontier Economics in Melbourne, Australia, where he provides economic advice to clients on trade practices related matters and on the regulation of natural monopoly industries, especially in relation to access regimes and telecommunications networks. Prior to that, he spent two years working as the Regulatory Affairs Manager for Vodafone New Zealand, and before that he worked as an economic associate at the Australian Competition Tribunal. He also spent 8 years working at the Australian Competition and Consumer Commission, including 5 years as a Director within the Telecommunications Branch of the ACCC where he had primary responsibility for managing regulation of the mobile phone industry in Australia.
Richard has been published internationally on topics relating to third party access regulation of mobile telephone networks and presented on telecommunications access regulation around the world.
