Publication: "Institution-Building in Post-Referendum Bougainville"

In November 2019, the Autonomous Region of Bougainville in Papua New Guinea (PNG) voted in a referendum on whether to pursue "greater autonomy" within PNG or independence. The referendum result was in favour of independence. To support Bougainville and PNG decision-makers as they move forward to implement the referendum result, the PNG National Research Institute (NRI) commissioned a number of research papers through the NRI Bougainville Referendum Research Project.

NRI commissioned ConTransNet to examine options for institutional arrangements, which could be progressed in the aftermath of the referendum result. In October 2020, NRI officially launched the report produced by ConTransNet, titled Institution Building in Post Referendum Bougainville. The report outlines the new institutions and governance arrangements which might be needed to implement self-determination for Bougainville, whatever form it takes. Institution-building is understood broadly and covers institutions for the internal governance of Bougainville as well as institutions to conduct relations with the rest of the world and with Papua New Guinea.
