    Historical Note: Sir Philip Phillips was called to the Bar in 1922, and from 1925 to 1947 was on the part-time staff of the University Law School. His work included chairmanship of the Victorian Transport Regulation Board from 1934 to 1937, and membership of the Commonwealth Liquid Fuel Control Board from 1940 to 1945.
