自己紹介 / Biography
私の専門分野は国際法、国際組織法、国際経済法です。
私は、1996年にはタフツ大学フレッチャー法律外交大学院リサーチアソシエイト、1997年にはケンブリッジ大学客員研究員、2002年および2017年にはマックス・プランク比較公法国際法研究所客員研究員、2006年にはジョージタウン大学国際経済法研究所客員研究員、2023年には、メルボルン大学ロースクールの客員研究員を務めました。
また、私は外務省の専門調査員として、在英国日本大使館(1990)、国際連合日本政府代表部(1998)における実務経験も有しています。現在、日本EU学会の理事（法律分野）、最高検察庁・刑事司法に関する国際フォーラム研究会の研究員も務めております。
研究業績としては、3冊の単著（『国際機構と法』、『人間の安全保障と国際機構』、『地球共同体の国際法』）の他、（論文）「経済制裁措置の合法性の再検討～人道的免除措置を中心として」 『日本国際経済法学会年報』 16号、2007年、“The Legitimacy of Economic Sanctions: An Analysis of Humanitarian Exemptions of Sanctions Regimes and the Right to Minimum Sustenance,” in Hilary Charlesworth and Jean-Marc Coicaud (eds.) 上記のうち、英文の論文は、ケンブリッジ大学出版会より、国際共同研究の成果として出版した学術書に収録されており、SCOPUSに登録されています。この国際共同研究は、チャールズワース教授(国際司法裁判所判事、メルボルン大学ロースクール教授)、クワコウ教授 (ラトガース大学ロースクール教授) 他の研究者たちと共に、国連大学における国際共同研究（「国際的正統性の断層線」」として行われたものです。
科学研究費補助金による共同研究としては、基盤研究A(25257105)の研究分担者として「EUガバナンスと安全保障文化の相互補完性の比較研究」に従事しました。（2013-2015年度）
Jun Matsukuma is a professor of international law at Tokyo University of Foreign Studies.
He was a Visiting Professorial Fellow at the Institute of International Economic Law, Georgetown University Law Center (2006). He is a University Guest (Academic) within Law at the University of Melbourne Law School as of 2023.
He also serves on the board of the European Union Studies Association Japan.
His research focuses on international law, law of international organizations and international economic law.
He teaches and supervises students in the areas of international law, law of international organizations and international economic law.
His research project includes the United Nations University's project on the Fault Lines of International Legitimacy in collaboration with Professor Hilary Charlesworth (Judge of the International Court of Justice, Professor at Melbourne Law School) and Dr. Jean-Marc Coicaud (Professor at Rutgers Law School).
His book chapter, “The Legitimacy of Economic Sanctions: An Analysis of Humanitarian Exemptions of Sanctions Regimes and the Right to Minimum Sustenance”, is included in Hilary Charlesworth and Jean-Marc Coicaud (eds.) Fault Lines of International Legitimacy (Cambridge University Press, 2010) and registered with SCOPUS.
As a Grant-in-Aid for Scientific Research, he was engaged in the joint research project of comparative research on mutual complementarity between EU governance and security culture as a research co-investigator of Basic Research A (25257105 : 2013-2015).
He was also a Visiting Scholar at the University of Cambridge (1997), a Visiting Scholar at the Max Planck Institute for Comparative Public Law and International Law (2002 and 2017) and a Research Associate at the Fletcher School of Law and Diplomacy, Tufts University (1996).
He also worked as the Special Assistant at the Japanese Embassy in the United Kingdom (1990) and the Permanent Mission of Japan to the United Nations (1998).
He is also a researcher of the study group of the Supreme Prosecutor's Office which studies the international forum on criminal justice.

Jun Matsukuma is a professor of international law at Tokyo University of Foreign Studies.
