Reforming and Deforming the US Corporate Income Tax

As the United States lurches around in the “tax reform” arena, fundamental questions surface: What do we mean by “tax reform’? What is the appropriate treatment of income earned abroad? What about income earned domestically by foreign persons? Is a “border adjustment” acceptable? Why is a destination feature tolerable under trade rules for a VAT but not for an income tax? Do the labels matter? How does transfer pricing fit into the picture? These and related topics will be at the core of this lecture.
