Are water rights hoarders and investors inflating the water market?

The Morrison Government has asked the ACCC to investigate allegations investors are hoarding water rights at the expense of farmers, as the east coast drought continues to ravage farming communities. Horticulture groups have asked Water Resources Minister David Littleproud for a temporary ban on investors buying water and holding on to it for the next year, saying it's inflating water prices.

Dr Erin O'Donnell, water law and policy specialist and senior fellow at the University of Melbourne joins RN Breakfast, sharing her insights on this matter.
