Draft Global Recommendations on Nationality and Statelessness in the Context of Climate Change

The Peter McMullin Centre on Statelessness (PMCS) and the United Nations High Commissioner for Refugees (UNHCR) are pleased to make available for public comment the Draft Global Recommendations on Nationality and Statelessness in the Context of Climate Change (draft Global Recommendations). PMCS and UNHCR have developed these draft Global Recommendations to fill a gap relating to nationality and statelessness issues in law and policy discussions on the impact of climate change on vulnerable and marginalised communities, and human mobility in the context of climate change.

Comments will be reviewed to inform the draft Global Recommendations, alongside other consultation processes, and other relevant instructive sources. It is expected that the final Global Recommendations will be published by June 2026.

All stakeholders, including stateless-led organisations and communities, States, UN organisations or specialised agencies, regional organizations and human rights mechanisms, national human rights institutions, non-governmental organisations, research institutions, and academics are invited to provide their comments in writing to:

Comments should be submitted in English in WORD or PDF format. Each submission should clearly indicate the full name, organisational affiliation (if any), and email contact of the person submitting the comments.

Deadline: The opportunity to provide comments closed 15 December 2025.
